Are we saying that the original use of the Internet is progressive? Or was it militaristic? Maybe it's not a useful approach to qualify it as good or bad. What is the "it"? The theory of the organic internet is that it's fundamentally a human invention for progress. But that's a tweaking of the definition of internet from the technology (military) to the people using it (progressive purpose).
