    14 For members unable to pay their full balance, payment schedules may be coordinated with the Membership Associate.  A payment plan typically requires a monthly minimum. For example, this might be the annual dues amount divided by 12 for a monthly payment. If a member fails to make a timely monthly payment, that member is no longer eligible to follow a payment plan and must pay their dues in full as per the payment status schedule.

That would be key.  Hilary - I think it would be easiest to offer clear packages - monthly or quarterly payments of at least a set amount.  Though I'm not completely clear on the tech part - having a few set options that are consistent will be easier to track and easier to set up regular anouncements.''
