= Priority Guidelines = Each year the membership collaboratively works out the priorities for the coming year. The elected Leadership Committee's job is to propose and pass policies that implement these priorities. And the staff's job is to implement the policies. The membership's responsibility is to define priorities broadly enough to provide flexibility to both the Leadership Committee and the staff to adjust to changes in the political climate, but narrow enough to allow the membership to effectively evaluate how well the Leadership Committee and staff have done their job.
