how to set up a new mailman list

Description

forgot how to set up a new mailman list. We have lists for Mods (all moderators) and LaborMods (Labor Moderators). Want to create new one -- CultureMods (for the new cultural moderators).

These are internal Portside lists for communicating with our moderators. (These should be the only mailman lists in use. There is one other -- http://lists.portside.org/cgi-bin/mailman/admin/all_mods/general If we could rename the list CultureMods - that would solve the problem.

Walk me through or point me to the steps. (I tried to create a new list, but got back error that I do not have permission.)

This can wait until next week - after this weekend's Left Forum. Many thanks.
