please expose "search" tool more easily in control panel webui

For those of us on the support team, searching the control panel is a pretty crucial way for us to find crucial information that is often omitted in a trouble report (e.g. #4849).

Currently, we can search all accounts, but it's only accessible by clicking "top", then clicking "search", which is a pain.

It would be better if the search form was always available (e.g. in the header block perhaps)? And maybe we should only show the search form for users who have access to more than one hosting order?

for the interim, i've set up a bookmark in my web browser with a keyword shortcut of mfplcp. It points to:

So to get to the search results page for the query "dkg", i can just type in my browser's address bar:

mfplcp dkg

If i'm not logged into the control panel, it forces me to log in, and then after logging in, i don't get automagically returned to the search page. This is a bit of a PITA, but i can just type "mfplcp dkg" again and it works now that i'm logged in.

This is a workaround, and i would still prefer to make it easy to search for anyone who is looking in the control panel.

This was discussed at the last face to face meeting. Jamie's initial plan is to move the search tab to the default tab when one clicks "Top." Not the end solution but an interim one.
