don't run apt upgrades at the exact same time for all servers

Description

By default, debian has a daily cron job run a 6:25 am for all servers. When that job triggers an apt update and install packages, it creates a huge and sudden disk i/o spike across all servers.

We should schedule these at different hours.

This is now handled in puppet - all servers get their apt daily jobs run at a random hour between 0 and 6 and at a random minute as well.
